Symptoms
Employee with a recurring stipend has gross pay the same every pay.
They only have work state tax withheld on every other pay.
steps to replicate the issue
1. Run payroll and note SIT taxes deducted
2. Run supplemental pay for same period and not SIT taxes deducted are not seen
3. Run 2nd supplemental pay in same period and SIT is higher than expected
