Symptoms

Problem Description:

When attempting to run an HCM Extract, the extract fails with the following error:

System error ORA-22831: Offset or offset+volume does not end character boundary
ORA-06512: in "SYS.DBMS_SQL", line 1726
ORA-06512: in"FUSION.PAY_REPORT_GENERIC", line 713
ORA-06512: in"FUSION.PAY_REPORT_GENERIC", line 22
