ACTUAL BEHAVIOR

User is doing re-implementation in which they are migrating employees from OLD Legal Entity to NEW Legal Entity.

Once user loads the OLD Legal Entity payslips under "Document of Records" of NEW Legal Entity, then it is displaying under "Document of Records" but not under "View Payslips" page even though user has View payslip access.

EXPECTED BEHAVIOR

Users expectations are to have the payslips displayed under both "Document of Records" and "View Payslips" page of NEW Legal Entity.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Extracted the payslips from OLD LE by running "Mass Download of Document Records".
2. Created a custom document type under category "Payroll".
3. User has prepared HDL file to load the payslips under custom document type.
4. Uploaded the HDL, DOR got created successfully and able to see those payslip attachment under that DOR, but unable to view that loaded payslips under "View Payslips" page.
