After 23C update GET Events API returning error: 404 Subscription not found (Doc ID 2966729.1)

Symptoms

24 Hours after upgrading to 23C, the Events API starts returning the error, "Subscription not found 404 no subscription registration in cfg/event_subscription OfscCore/OperationsEvent.php:347"

Changes

Updating the environment to 23.C.00 changes the subscription expiration to 24 hours.
