After upgrade to 23C, large text area is too small (Doc ID 2966775.1)

Symptoms

 After upgrading to version 23.C.00, the text areas such as the Subject and Body for message scenarios, or the conditions text area for properties on Forms and Plugins are too small. They are now only one line long, whereas prior to the upgrade they were 16 lines long, or could be adjusted.

1. Login to environment on 23.C.00
2. Menu> Configuration > Message Scenarios
3. Edit a message scenario and check Patterns tab
4. Check text area of subject and body.
OR
1. Login to environment on 23.C.00
2. Menu> Configuration> Forms & Plugins
3. Select a form> Modify Content
4. Choose a data field> under visibility click "Add new" or RW or RO
5. Conditions text field only displays one line of text instead of 16 as in 23B.

Changes

 Upgrading to 23.C.00 from 23.B.
