When Tracking Event Is Applied Timezone Reflected As GMT On Locations With Timezone As CEST (Doc ID 2966935.1)

Symptoms

ACTUAL BEHAVIOR
---------------

1. Create a location with timezone Europe/Madrid
2. Upload the ie_shipmentstatus xml
3. Tracking event created correctly with same time zone
4. they change the time zone CEST
5. Upload the same xml file and see the time zone showing as UTC instead of CEST

EXPECTED BEHAVIOR
-----------------------
Expect the timezone should be created with CEST instead of UTC

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a location with timezone Europe/Madrid
2. Upload the ie_shipmentstatus xml
3. Tracking event created correctly with same time zone
4. they change the time zone CEST
5. Upload the same xml file and see the time zone showing as UTC instead of CEST

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot able to cretae correct time zone for tracking events
