Problem Description:

A user with BI Author Developer access receives the following message when attempting to save changes to an agent in Agent Management:

The action cannot be completed due to insufficient privileges. Please retry with different data or contact your administrator.

Making a copy of the agent (editing and then performing a Save As) does not bypass the error.
