Fusion Common: Extract Create New Template Is Giving Error "You do not have permission to access this information" (Doc ID 2967424.1)

Symptoms

The new Extracts templates introduced in 23C are giving below error when being saved.

"You do not have permission to access this information"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Data Exchange > Extract Definition > Click on the plus icon > Select "Create From Template"
2. Select the available template and add the required details.
3. Click on Save Button and error appears.
