Goal

Trying to apply a tax rule that apply to a certain non-Merch Code and have two situations where the tax rule doesn't apply.
1) When creating an import order the tax rule doesn't apply to the expenses.
2) When creating a order that is not an import order, the tax rule apply to the expenses but doesn't apply to the obligation.
