Symptoms

BDI Jobs are failing triggered from POM and started failing for first nightly run 

The following BDI jobs as triggered from POM Nightly have failed for first nightly run tonight:
BDI_PRICING_CLR_TX_JOB
BDI_PRICING_PC_TX_JOB
BDI_PRICING_PROMO_OFFER_TX_JOB
BDI_RFI_FinGenLdgr_Tx_PF_From_RMS_JOB
BDI_REIM_AP_TX_JOB
BDI_REIM_FIN_TX_JOB

BDI Process Flow Admin Console is showing that it is failing in RMS Extractor CleanUp Activity step
PriceChange_Tx_ExtractorCleanUpActivity
Clearance_Tx_ExtractorCleanUpActivity
PromotionOffer_Tx_ExtractorCleanUpActivity
FinGenLdgr_Tx_ExtractorCleanUpActivity
InvcMtchAp_Tx_ExtractorCleanUpActivity
InvcMtchFin_Tx_ExtractorCleanUpActivity

Caused by: java.net.URISyntaxException: Illegal character in query at index 153: https://**/rms-batch-job-admin/resources/batch/jobs/InvcMtchFin_Tx_ExtractorCleanupJob?jobParameters=appsInScope=RDF; RPAS; EXTERNAL; RFI; RMS


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Login to BDI Process Flow Admin Console

2) Go to [Manage Process Flow] and search for the following Process
PriceChange
Clearance
PromotionOffer
FinGenLdgr
InvcMtchAp
InvcMtchFin

3) Select xxx_Tx_ProcessFlow_From_RMS

4) [Process Flow Executions] will show PROCESS_FAILED

5) xxx_Tx_ExtractorCleanUpActivity step will show ACTIVITY_FAILED
