Problem Description:

An agent has been scheduled to run hourly every day, but the agent is missing executions between midnight and a specific time.

Example:

An agent that is scheduled to run hourly is missing executions between 12:00:00 AM and 09:00:00 AM.
The agent runs hourly on-schedule after 09:00:00 AM
