ACTUAL BEHAVIOR

Contract is Approved when approver (assigned by a vacation rule) rejects the approval.
EXPECTED BEHAVIOR
-----------------------
Contract goes to draft when the approver rejects the approval.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Person A is entered with Role Chief Procurement Officer on the Contract.
2. A Vacation Rule exists for person A and approval went to person who was entered as delegate correctly (person B).
3. But when person B rejects, the Contract is approved (goes to Pending Signature status).
