ITEM-LOC TSF Reserved QTY Doesn't Match the Actual Transfers

Symptoms
On : 23.1 , Merch - Procurement
The business is expecting for a replenishment today for several items. However, the business claims that there was only 1 item generated for replenishment.
Please help check what causes for the other items to be not included in the generated replenishment.
The item_loc_soh.tsf_reserved_qty doesn’t match the actual transfers reserved quantity.
The only thing in common we found is that the affected items have a transfer that was partially shipped (i.e. out of 46 items, 6 were fully shipped and received) and the UPDATED_BY_RMS_IND = ‘Y’ on the mismatching line items.
Steps to reproduce:

1. Create a manual requisition WH to store transfer using the UI. Make sure there is at least 2 items
2. Fully ship one of the items using the shipment service
3. Receive the fully shipped line using SOCS
