Import Journal Context Sensitive Line Level DFF Not Validating When Context Is Not Provided But Value Is (Doc ID 2969239.1)

ACTUAL BEHAVIOR
---------------
When loading DFFs at the journal line level via FBDI and the DFF is Context sensitive.  if the context type is NOT provided but DFF data is, the system does not show a validation message and the import succeeds.


EXPECTED BEHAVIOR

The customer expects that if the import is validating DFFs,, an error message should be shown to the user in order to allow finish the missing context

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup context sensitive DFF at the journal line level
2. Populate the excel template with DFF data but NO context3. Import the journal with DFF validation
3. Import the journal with DFF validation
4. The import ends successful and NO validation error is reported
5. The DFF data is NOT visible via Manage Journals 

Querying the journals lines table, the DFF data is imported but since context was not provided the UI is not showing it.
