Location Names With Latin Characters Are Not Appearing Correctly Post Integration to WMServlet (Doc ID 2969337.1)

Symptoms

You have location names that use Latin characters.  When posted by integration to WMServlet, these Latin location names are not loading into OTM in the correct format.

The location name is showing as 'ÖËÆÃ' while 'ÖËÆÝ' is expected.

Coping and Pasting the location name 'ÖËÆÝ' into the UI works fine.

But when sending XML in either format ISO 8859-1 or UTF-8 it doesn't show as expected.
