EICS - failed ItemLocMod message

Have a failed itemlocmod message with the below error while the following tag is present in the message:

Caused by: oracle.retail.sim.common.core.SimServerException: Cannot have orderable item without a primary supplier!
at oracle.retail.sim.server.dataaccess.daoimpl.BaseItemOracleDao.fromStockItemToItemBeanForInsert(Unknown Source)
at oracle.retail.sim.server.dataaccess.daoimpl.BaseItemOracleDao.insertNewStockItem(Unknown Source)
at oracle.retail.sim.server.dataaccess.daoimpl.BaseItemOracleDao.createRangedStockItem(Unknown Source)
at oracle.retail.sim.server.dataaccess.daoimpl.StoreItemConsumerOracleDao.rangeItem(Unknown Source)
at oracle.retail.sim.server.dataaccess.daoimpl.StoreItemConsumerOracleDao$Proxy$_$$_WeldClientProxy.rangeItem(Unknown Source)
at oracle.retail.sim.server.integration.consumer.itemloc.ItemLocConsumer.processItemStoreDeos(Unknown Source)

3 messages were found and you can see item status is D, meaning that from MFCS someone deleted the item and messages were sent to SIOCS. Also you can see that there aren't any records in supplier_item table for this item. Can this be the root cause?
