Social API fails searching some users
When searching users with the OCM social API, there are some users that, when looked for, the service responds with an HTTP 400 error:

Customer tried making the request with Basic authentication and with an OAuth token and both times the request fails. The user exists in IDCS, has access to OCM, and has logged into OCM before.
