On : 11.13.23.04.0 version, Global Human Resources

When attempting to convert pending worker to employee,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Perform Convert Pending Worker action
2. Check transaction details in Transaction Console
3. Transaction is failing wirh below details
