DEV - Supplier EXTERNAL_REF_ID Not Updatable For All Sites

Symptoms
We have found that External Ref. ID is not being updated for all supplier sites in MFCS UI. As an example, supplier site #36465 in DEV is updatable from UI. However whenever we update for site #263730 and save, nothing changes.
We have looked into multiple columns to find any correlation, but it seems the behavior is inconsistent and does not depend on any column on SUPS table.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into MFCS.
2. Navigate to Foundation Data -> Supplier and Partners -> Manage Suppliers.
3. Search 263730 in Supplier Site.
4. Edit the supplier site.
5. Modify the External Ref ID and save.
6. See the data not saved in DB.
