Fusion Global Payroll: 23C Element Entry Screen and Balance Adjustment Screen Does Not Allow City To Be Entered

ACTUAL BEHAVIOR
---------------
After 23C upgrade, creating new element entries or balance adjustments for elements with a City Name input value or updating the City Name on existing element entries does not display city selected.
EXPECTED BEHAVIOR

The city name should retain after selected it from the LOV
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My client group>Payroll>element entry>manually create a regular earning by selecting the state, county and city from the LOV.
2. upon selecting the city name, the system appears to be taking the value, but then turnaround and displaying the city name as blank.
3. this same behavior is also seen via the individual balance adjustment
