Symptoms
When attempting to installing P6 Professional using ClickOnce
the following error occurs.

"Cannot download the application. The application is missing required files."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Cloud team already configured SAML/SSO for P6 Professional Cloud Connect.
- Users log on P6 Cloud portal.
- Click on Install P6 Professional.
- Download setup.exe
- Executing setup.exe fails with above error.
