Analytics Cloud Classic does not come up after a restart on a C@C Gen 1

Customer provisioned Analytics Cloud Classic instance using Oracle 19c DBCS repository on cloud at customer. The instance does not come up after a restart. When  the analytics suite is started from the command line,  the error below is encountered.


The DB is up and running.

[oracle@cbkdroacs-bi-1 bin]$ ./start_analytics_suite
