Cannot edit condition of data security if japanese character is used (Doc ID 2970321.1)

Symptoms

In Manage Segment Value Security Rules, user selects the condition
that includes Japanese character ( in Name or in Filter) and clicks "Edit" icon.
However, "Edit Database Resource Condition" is not popped up.

So, user cannot edit the condition.

Steps
======
1. Setup and Maintenance > Manage Segment Value Security Rules
2. Search a value set and click [Edit] icon
3. Click [Edit Data Security] button
4. In Condition tab, select condition and click [Edit] icon
