Symptoms

On : RICS 19.3 version, RIB

ACTUAL BEHAVIOR
---------------
Department cannot be created using Soap message family.
<v11:family>MerchHier</v11:family>
<v11:type>deptcre</v11:type>
An error is logged in RIHA with no message details.

EXPECTED BEHAVIOR
-----------------------
Department record should be created in RMS.

Due to this issue, Department records cannot be created from external system.
