On : 19.3.012.15.1 version,
ACTUAL BEHAVIOR
---------------
Access to 'Substitute Items' in the 'Items' screen is managed via the privilege VIEW_REPLISHMENT_ATTRIBUTES_PRIV.
If you assign VIEW_REPLISHMENT_ATTRIBUTES_PRIV the 'Substitutes' option is enabled but if you open the form it allows you to modify/delete/add details.
EXPECTED BEHAVIOR

You would not expect the system to allow you to change the details only view them.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Assign VIEW_REPLENISHMENT_ATTRIBUTES_PRIV to a user who can maintain items
2) Search for an item and edit it
3) Click on More Actions -> Substitutes Items and check to see if details are editable.
