EICS Fails To Load Due To Translations (Doc ID 2971509.1)

Symptoms

ACTUAL BEHAVIOR
---------------
EICS fails to load due to translations

Upon login, the EICS application does not load for a specific user.
Inspecting the browser console logs we can see that it fails to load the translations.

EXPECTED BEHAVIOR
-----------------------
The application should load and translations should be visible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to languages and change it to Filipino, after a refresh EICS no longer loads.
