Fusion PIM: Item Publication With Item Rules criteria filter Items Issue if Item Rule Referencing EFF Attributes (Doc ID 2971733.1)

Steps To Reproduce:

1. Define the item rule sets with IF conditions by using the EFF attributes
2. The Rule should be defined with the Severity Rejected and "Stop further processing when rejected" as Yes
3. Run the Publication Job using either -

i. Navigate to Product Management >> Product Information Management >> Manage Spoke Systems
ii. Search and click on the Spoke System
iii. Rule Set must be associated with a Spoke System in the Publication Options tab
iv. Publish >> Publish Now

OR

1. Navigate to Tools >> Scheduled Processes
2. Search, enter the publication criteria, and Submit for the Job - Product Hub Publication Job

If all the conditions are satisfied from the Item Rule then the Publication Job should publish those items.

Issue:
If the item publication job with item rules references EFF attributes in the conditions, then in that case the job will not filter out items that don't satisfy the conditions and it gets published.
