Symptoms

When we process requisition to RFQ using rest API - Create one negotiation from a template

RFQs for some agent fail to create with this error message:

Error

‘Negotiation template <Template Name> is either inactive or access is restricted. (PON-2085102)’.

These agents able to manually process the same requisitions to RFQ using same negotiation template.
