PRC:PO: Some PO Schedule Lines Cannot be Split Intermittently (Doc ID 2972273.1)

Symptoms

Some PO schedule lines cannot be split intermittently.

Reproduce to step

1. Create PO with few lines and Approve
2. Open PO and Click Edit
3. Click Schedule Tab
    2nd schedule line's split button is active <-- Not reproduce
4. Close change order
5. Reopen change order1
    Click Schedule Tab
    2nd schedule line's split button is active <-- Not reproduce
6. Click Split button on 1st line
7. Enter Qty:5 to Split line
8. Repeat Step6&7 3times and then 4 split lines are created
9. Change Qty of 1st line to 80
10. Click Save button
     1st line's split button is grayout. <-- Reproduce
11. Click Schedule tab
      Split button is active again. <-- Workaround
