1. When a campaign is using an Audience for Targeting
2. Proof Launch: Send all proofs to: Profile List
3. It sends messages to RIIDs that are not within the targeted Audience

If you use:
Proof Launch: Send all proofs to: Proof List: ABC_Contacts_Proof
It only sends to RIIDs that are within the Proof List
