Unable To Ship More Than 25 Items In a Single RTV Container

Symptoms
When users create RTV Request with more than 25 items and attempt to ship from SOCS, users are restricted to ship only 25 items in one RTV Container even after selecting 'Default Item' option in RTV Container Items screen.
Steps to Reproduce:
1. Create a RTV Request with more than 25 items from RMS.
2. Accept in full in SIOCS.
3. Create RTV Shipment and Container.
4. Click 'Default Item' option in footer menu of Container Items screen and select Add Items and Qty.
5. Only first 25 items will be added to that container.
