When Trying to Reload Data in Construction Intelligence Cloud (CIC) Analytics the Option to Reload Data Is Missing

Symptoms
User does not have the option to reload data from a spreadsheet. The option to Reload Data should be available on the dataset menu.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In CIC, click “Catalog” from the top menu.
2. Open the dashboard which contains the Excel dataset.
3. When the dashboard loads, switch to Visualize.
4. To edit data, click on Prepare.
5. At the bottom of the screen, right click over the spreadsheet that needs to be reloaded.
6. The option "Reload Data" does not exist.
