Symptoms
After the environment upgrade to OCC version 23.08 when trying to add or edit the link in the Web Content element, the only option provided is to edit the link URL.
Prior to the upgrade, when the link was selected, there was also an option to change the link type and how it opens (e.g: in a new window).
Other plugins such as Table and General HTML Support are missing as well.
