On : 11.13.23.04.0 version, Setup Budgetary Control

Error when adding Values in Supplemental Rules

When creating a Budgetary Control, there are errors thrown for specific Values in Supplemental Rules creation.

Values are being added by principal option (hierarchies) but it is picking up inactive not included in the hierarchies values; also it is giving an error (XCC-675521) with specific values and so that customer is not being able to include all values they need from hierarchy.

The value 21048888 of the supplemental rule filter condition code SEGMENT_VALUE2 is invalid. (XCC-675521)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Budgetary Control
2. Define Supplemental Rule
3. Inactive Values are picked up

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot define Supplemental Rules.
