On : 11.13.23.04.0 version, Global Human Resources
When an employee is trying to add the dependent details. It is throwing below error:

You need to enter a date of birth that's before the start date of the person record. (PER-1530408 )
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Me>> Family And Emergency Contact>> Add a New Contact
