FDG_HDR and FDG_DTL Tables Not Populated When Document in Submitted Status (Doc ID 2975034.1)

Goal

After creating the FDG document in submitted status through the processpredoc service, FDG_HDR and FDG_DTL tables do not get populated. The SVC_FDG_HDR and SVC_FDG_DTL are populated though.
