Forecast_Ind For Pack Items Cannot Be 'Y' (Doc ID 2975209.1)

Goal

While loading pack items through DC tool, it is not allowing forecast_ind as Y. Same with item creation through API.
Why it is not allowed to have forecast_ind as Y for pack items?
