Cannot Assign Access to Users

Symptoms
ACTUAL BEHAVIOR
When going to a user via Global Admin | Users, clicking the gearbox icon to the left of the user's user name and then clicking, "Manage Access", access cannot be assigned as the "Assign" button is greyed out. This action is being performed by an Application Admin.
EXPECTED BEHAVIOR
Expect to be able to assign access to users.
STEPS
The issue can be reproduced at will with the following steps:
- Log into OPC
- Global Admin | Users
- Manage Access for a user.
- Access cannot be assigned as the "Assign" button is greyed out.
