BPM Approval Rule File (JSON File) Cannot Be Downloaded Correctly (Doc ID 2975659.1)

Symptoms

When attempt to download the BPM Approval Rule file (JSON file) from "Manage Workflow Rules in Spreadsheet" task, this file does not contain any approval rules(=empty).


Step to Reproduce
1. Go to Setup and Maintenance > Manage Workflow Rules in Spreadsheet

2. Expand "Migrate Rules from BPM" in the upper left corner of the screen and click the "Download BPM Rules" button

3. Select "Journal Approval" for Workflow, click the "Submit" button, and download the BPM Approval Rule file (JSON file).

--> BPM Approval Rule file (JSON file) does NOT contain any approval rules
