"Error Message": "Cannot create new cost change header record based on the existing cost change number as header record already exists."
"Error Message": "Cost change already exists.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Called the REST service with the COST_CHANGE id as ‘123’ and the service call created the Cost Change successfully.
2. Called the REST service with the SAME COST_CHANGE id as ‘123’ with different item/supplier, response is saying the below errors, but the detail record is merged against the COST_CHANGE id ‘123’.
