Symptoms
When attempting to publish initiative after deleting and recreating an initiative with offers and prices with the same name
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an initiative with offers and prices
2. Delete the initiative
3. Re-create the initiative
4. Try to publish the initiative
