OPEN Transaction For Online Store Is Not Getting Processed Through "Load Transactions" Service (Doc ID 2976001.1)

Symptoms

When attempting to post the OPEN-OREG/OPEN-OSTORE transaction using the ReSA "Load Transactions" service for the store whose STORE.ONLINE_STORE_IND='Y'.

the following error occurs.

ERROR

OPEN_NO_ONLINE_STORE

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set STORE.ONLINE_STORE_IND='Y'.
2. Load JSON with OPEN transaction
3. Run SA_RTLOG_CREATE_JOB.
4. Transaction has been rejected with error OPEN_NO_ONLINE_STORE
