One User Able to Delete Line Item While Another User Is in Process of Sending Record to next Step (Doc ID 2977393.1)

ACTUAL BEHAVIOR

One user is able to remove a Line Item from a workflow Business Process (BP) record while another user is in the process of sending the record to the next step.  

EXPECTED BEHAVIOR
-----------------------
Users should not be able to remove Line Items from a record when another user has a record open and is sending it to the next step.  

STEPS

-----------------------

1. This scenario happens when User A either creates a new BP record and adds Line Items or works on an existing record with Line Items.
2. User A clicks on send to send the record to the next step but does not send it yet.
3. User B opens this record and removes a Line Item in the record and saves it but does not send the record.
4. User A then sends the record to the next step.
5. The Line Item gets deleted but the cost of that Line Item still gets written to the Cost Sheet.
