Goal

All users are locked out of APEX/Data Viewer for RMS non-prod.

The customer is locked out of APEX/Data Viewer for RMS after a DB Migration to v19.
They have tried using their SSO as well as my local password and had also attempted to reset their Apex password at the user interface but they all failed.
This user is the admin user of IDCS, RMS, and APEX.
