Symptoms

ACTUAL BEHAVIOR

Cannot assign workspace level resource to a project.

EXPECTED BEHAVIOR

Expect to be able to assign workspace level resource to a project.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into OPC
  2. Open project.
  3. Attempt to assign resource. Resource will not be available to assign.
