Goal

Create Fulfillment ReST API not erroring if WH CUSTOMER_SHIPPING_IND = N.

Have a Virtual WH setup with CUSTOMER_SHIPPING_IND = 'N', it is allowing Customer Orders to be successfully created for shipping from the WH to the customer. It is assumed the Create Fulfillment Order ReST API would respond to the calling system that this is not a valid request.
