EICS Not Allow Inv Adjs For UINs Without The Perm Create UIN On The Fly (Doc ID 2977905.1)

Symptoms

ACTUAL BEHAVIOR
---------------

User with role permission 'Create UIN on the Fly' set to No, is not allowed to create Inventory Adjustments for UIN items that already exist in the ITEM_UIN table. However in SOCS UI, that is allowed.

EXPECTED BEHAVIOR
-----------------------

If the permission "Create UIN on the Fly" is set to No, SOCS allows user to create inv adjustments for existing UINs and does not allow user to create adjustments by inserting new UINs that do not exist. But EICS does not allow to create inv adjusts for UIN items at all since it does not allow to insert the UIN. This must be fixed in EICS to be same as SOCS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Ensure to have the permission "Create UIN on the Fly" on the user role with the value No
2. Try to create one inv adjust on the web client for an UIN Item and you will check that is not possible. This is a defect
3. Try to create one inv adjust on SOCS for an UIN item that was removed from stock to add to stock again and check that works (as expected)
4. Try to create other inv adj, selecting one UIN that exists and adding one UIN that doesnt exist, SOCS will not allow (as expected.)

Due to this issue, users cannot make Inv Adjustment transactions from the web client similar to SOCS.
