User Is Not Created in Company Workspace, Although It Has the Proper Provisioning in Primavera Administration

Symptoms
ACTUAL BEHAVIOR
---------------
The user exists in Primavera Administration and has Application Access for the Unifier environment, however the user does not seem to exist in Unifier.
EXPECTED BEHAVIOR
-----------------------
After an user is provided with the Application Access to access a Unifier environment, the user should be created and exist in the Unifier environment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into the Unifier environment.
- In the Admin mode of the Company Workspace navigate to either the Company Users and/or Partner Users node.
- Find that the user does not exist in Unifier.
