Symptoms

On : 23.2 version, Shipping and Receiving

ACTUAL BEHAVIOR
---------------
COInvAvailMod message not triggered for any physical store

Any transaction that affects total quantity of stock is not triggering delta- COInvAvailMod message.
STORE.CUSTOMER_ORDER_LOC_IND column is yes, still delta is not getting generated.

The environment was recently updated to 23.2.301.1

EXPECTED BEHAVIOR
-----------------------
An inventory adjustment between stores should create a COInvAvailMod message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create inventory adjustment, store to store shipment, receiving in socs
2. COInvAvailMod message will not be generated for any physical store
