Sales Territory Coverage Data Failing At Import With MOT-480594 (Doc ID 2978699.1)

Symptoms

While trying to use Import Management for creating territories through Sales Territory Coverage object, the import fails with error message :
You must include only 1 row with values for the unique territory number and coverage type when creating a territory with Any coverage for each dimension. (MOT-480594)
